Many in Gelderland are committed to the smooth and sensible integration of newcomers into society - not least those newcomers themselves. Research shows that tailor-made solutions work best for this. The new integration law that Minister Koolmees is preparing seems to make customization easier. After all, every newcomer will receive its own Integration and Participation Plan (PIP) from 2021 onwards. This sounds like an opportunity for newcomers to let their own perspective and ambition take the lead. But how do you make a personal plan with a newcomer within the political and official frameworks? What does it take for the municipality and social organizations to deliver customized work together with newcomers? How do we ensure that the voice of the newcomer is heard within the existing context of laws and rules and policies?
With these questions as a starting point, the province of Gelderland is organizing a Make Session with Open Embassy Change Task 2021: what is needed for a good Personal Integration and Participation Plan? The task: which action agenda should we implement in 2019 in order to be in 2021, as to comply with the law, to provide truly customized solutions for newcomers in Gelderland?
The Create Session will take place on May 14, 2019, from 9:30 AM to 3:00 PM in an easily accessible place in the Food Valley. For newcomers , policy makers, professionals, social organizations, volunteers and researchers. In the morning program we deepen the questions and learn from the experience of newcomers, scientists and professionals from the social domain. We analyze the most urgent issues based on stories from newcomers. In the afternoon we design concrete solutions for those issues. We do this by jointly developing an action agenda: a concrete list of actions that those present perform with the help of other stakeholders. Together they form a start for a new, inclusive approach towards 2021.
The dual goal: to gather knowledge about what works and what doesn't, while at the same time making the opportunities of the new law entirely available to the newcomers self. We will link the solutions and ideas directly to the questions and challenges in the Food Valley region. That way we can become very concrete. But the session makes sense for everyone who has to deal with the new law and the PIP.
